Can my guarantor back out?

No, once the Assured Shorthold Tenancy (AST) agreement and the Guarantor Agreement have been signed, Housing Hand is legally bound to the guarantor agreement for the fixed term of the tenancy. 

A guarantor can only withdraw before signing the Guarantor Agreement. Once signed, the agreement is legally enforceable and cannot be cancelled.
